V. Shimanovsky Ukrainian Institute of Steel Construction is the foundational research and design organization of the Ministry for Communities and Territories Development of Ukraine. It defines the technical policy in the field of steel construction and develops the regulatory framework for the analysis and design of steel and aluminium structures. The Institute provides expert support for regulatory documents concerning loads and actions on building structures, ensuring the reliability and structural safety of buildings and facilities.

The above has been reflected in the decisions of:

The State Committee for Construction of Ukraine, the Ministry of Construction of Ukraine, the Ministry of Regional Construction of Ukraine, the Ministry of Regional Development of Ukraine, and the Ministry of Infrastructure of Ukraine, according to which the Institute, based on the results of state certification of sectoral research organizations, was consistently granted (or confirmed) the status of a foundational organization for scientific and technical activities in the field of construction. This status covered scientific-technical, research, methodological, and informational support for the regulation of design, construction, and operation of industrial buildings and structures, engineering and transport infrastructure facilities, and steel structures, as well as safety and accessibility during operation (Order of the Ministry of Infrastructure of Ukraine No. 360 dated April 26, 2024);

the Ministry of Education and Science of Ukraine, which stated that the Institute, as a scientific institution, consistently passed state certifications with the highest evaluation, and as a result of these certifications was classified as a scientific institution in the field of Engineering and Technology and assigned to Group B (Certificate Series DA No. 0435 dated October 15, 2025);

the Ministry of Education and Science of Ukraine, which confirmed that the Institute, as a scientific institution, was included in the State Register of Scientific Institutions receiving state support (Order of the Ministry of Education and Science of Ukraine No. 85 dated January 22, 2026, item 128);

The Ministry of Infrastructure of Ukraine, which recognized the Institute as critically important for the functioning of the economy and ensuring the life-support of the population during a special period (Order No. 638 dated July 12, 2024); The Ministry of Energy of Ukraine, which recognized the Institute as critically important for the functioning of the economy, ensuring the life-support of the population, and the uninterrupted operation of the Unified Energy System and the Gas Transmission System of Ukraine during a special period (Order No. 243 dated July 5, 2024). The organizational structure of the Institute includes eight complexes: Research Division, Design Division, Steel Structures Production and Installation Division, Administration and Management Division, Finance and Economics Division, Administrative and Legal Division, Operation and Development Division, and the Division of Separate Structural Subdivisions.

The Institute has a broad territorial structure. The central production facility is located in Kyiv, while separate structural divisions were established in Mariupol, Kharkiv, Poltava, Luhansk, Makiivka, and Odesa. However, the division in Luhansk ceased operations in 2014 due to military actions, and the division in Makiivka was relocated to Mariupol in the same year for the same reason. In 2022, both divisions, together with the Mariupol Separate Structural Subdivision, temporarily suspended their production activities in the occupied territory of Ukraine.
