Born in 1979, he graduated from the Vinnytsia College of Railway Transport in 1998, majoring in "Construction and Operation of Buildings and Structures". He then graduated from the Ukrainian State Academy of Railway Transport in 2002 with a degree in "Industrial and Civil Engineering."
Since 2002, he has been working at the V. Shimanovsky Ukrainian Institute of Steel Construction, holding positions ranging from Engineer to Head of the Department of Bridges and Special Structures. He completed his postgraduate studies in Structural Mechanics and defended his PhD dissertation in 2010. In 2011, he was awarded the academic title of Senior Researcher.
He is a highly qualified expert in the design of steel bridge structures. His scientific research focuses on the strength and stability of highly nonlinear spatial combined large-span suspension and cable-stayed systems within and beyond the elastic limits of the material. He developed general mathematical provisions for the loss of their stability and the determination of critical values for forces and loads.
Mr. Shalinskyi has participated in projects involving the design, technical condition assessment, and reconstruction of bridges and industrial buildings. Key projects include: the road bridge crossing over the hydraulic structures of the DniproHES in Zaporizhzhia; the Paton Bridge, the Park Pedestrian Bridge, the Darnytskyi Bridge, and the Pivdennyi (South) Bridge in Kyiv; overpasses in Sevastopol; industrial workshops and galleries at the Kryvorizhstal metallurgical plant in Kryvyi Rih.
He contributed to the development of DBN V.2.3-26:2024 "Bridges and Culverts: Design of Steel Structures" and various other national building codes.
He has authored over 60 scientific publications, including three co-authored monographs. Notably, his monograph "Mechanics of Suspension Systems" has seen three successful editions (2010, 2011, 2013).
In recognition of his long-standing dedication and significant contributions to structural research, design, and the widespread implementation of steel structures, he received a Commendation from the National Academy of Sciences of Ukraine.
He was also awarded Honorary Diplomas by the Chairman of the Dnipro District State Administration in the City of Kyiv.
